An overview to subdivision and strata certification and the new Low-Rise Housing Diversity Code (LRHDC). The presentation will provide an overview of what subdivision is, both torrens and strata certification, as related to the Building and Development Certifiers Act and Regulation 2020. This include the certificates that subdivision and strata certifiers issue in relation to the relevant categories of accreditation.
The presentation also explores the new Low-Rise Housing Diversity Code (LRHDC) under State Environmental Planning Policy (Exempt and Complying Development Codes) as related to subdivision and strata certification. In particular, it explores part 6 of the code, including the requirements of the conditions that are generally imposed. A legal perspective of the code is also explored to identify the pitfalls of the code and what the industry should consider when assessing for permissibility.

Peter Shahatit is the Managing Director and Registered Certifier for Subdivision Certifiers Pty Ltd. With a Double Degree bachelors of Engineering and Bachelor of Business, Peter is a member of Engineers Australia under the National Engineers Register (NER) and is a member of the Association of Accredited Certifiers (AAC) Sub Committee for strata and subdivision certifiers.
Peter has over 11 years of experience in Greenfield and Brownfield development approvals, working in both the public and private sector, particularly in the north west and southwest growth centre precincts. Peter leads a multidisciplinary team focused on delivering the future of Sydney’s subdivision, strata and engineering certification with Subdivision Certifier.
Peter has extensive experience in large lot subdivisions, medium density housing, small scale development, various engineering works and all types of strata subdivisions. As a certifier, Peter has issued 100’s of Construction Certificates, Subdivision Works Certificates, Strata Certificates and Complying Development Certificates. Peter has also recommended the approval of many subdivision certificates and undertaken mandatory inspections for subdivisions and private road and drainage works.
